ICE Release and Transfer Meaning
ICE detention is federal civil immigration custody. It is distinct from a Wayne criminal case, WVDCR regional-jail custody, and a BOP federal prison sentence. If WRJCF records a release to ICE, the person has left the state facility while remaining in government custody. The destination and authority must be included whenever that event is described.
ICE’s Online Detainee Locator System, or ODLS, can cover people currently in ICE custody and people released from ICE custody during the prior 60 days. It is not a permanent Wayne County release archive. A no-result can reflect the time limit, spelling, recent transfer, excluded category, or insufficient identity data.

Search ICE Detainee Records
Open the official ICE Online Detainee Locator. The most precise route uses the nine-digit A-number and country of birth. The biographical route uses the exact first and last name, country of birth, and an optional birth date. Search name variants carefully and avoid guessing a country.

- For name search, use exact legal spelling and the correct country of birth.
- Read the result and listed contact instructions without changing its wording.
- Compare the ICE result with the WRJCF movement and case court record.
ICE Locator Limits
ODLS does not search people under 18. It may also omit some recent arrivals, transfers, or categories. ICE identifies a 60-day window for people already released from its custody. After that period, the public locator may no longer answer a historic release question.
When an expected result is absent, recheck spelling, A-number format, country of birth, and date data. Then use the Detention Reporting and Information Line at 888-351-4024. ICE lists that line for Monday through Friday, excluding holidays, from 8 a.m. to 8 p.m. Eastern. Follow the live instructions and privacy rules.

Wayne ICE Handoff Records

An ICE detainer is a request for notice and added holding, not automatic proof that every proposed transfer occurred lawfully. The completed facility movement and ICE record show what actually happened. Keep the date, time, receiving authority, and exact status term.

ICE Release Record Requests
ICE FOIA can be used for agency records when the public locator no longer displays the event. Request existing records and provide enough detail to identify the person and period. Personal-file access and third-party requests can require identity proof, consent, or other privacy documentation. Sensitive material may be redacted.
A focused description can ask for custody-location history, booking and transfer entries, release date, and release destination information held by ICE. Include full name, A-number, birth date, country of birth, relevant dates, and the prior WRJCF connection. Ask for electronic copies and segregable nonexempt portions.
The WVDCR release entry should be requested from WVDCR, not ICE. The Wayne order should be requested from the court. ICE holds its own segment. Keeping requests with the creating agency produces a cleaner record chain.
ICE Versus BOP Custody
BOP custody follows a federal criminal sentence. ICE detention is a civil immigration process. A person can move from BOP to ICE at the end of a federal prison term, just as a person can move from WRJCF to ICE after a state or local event. The end date in one system can be the start date in another.

Do not use a BOP no-result to infer ICE release or an ODLS no-result to infer BOP discharge. Search the system tied to the actual authority.
Confirm ICE Release Destination
An ODLS result showing release from ICE custody still needs context. The person may be in the community under immigration conditions, may have departed the country, or may face another legal authority. The public result should be described only as ICE reports it. Agency or court records may be needed for more detail.
For prompt verification, write down the exact result, date checked, identifiers, and any listed field-office contact. For lasting proof, request the official record. A screenshot can preserve what was visible but is not a certified agency record. Because the recent-release window is limited, delays can close the public search opportunity.
Note: Check ODLS soon after a suspected handoff, then preserve the event wording and seek the source record from the responsible agency.
ICE Identity Matching
Exact identity is critical. A-number digits can be transposed. Names can include multiple surnames, accents, or different order. Country of birth is not always the same as citizenship. Compare the number, name, birth date, country, state custody date, and court information before treating a result as the same person.
Never infer that a person with a similar name is the Wayne detainee. If the locator gives no result, record the search inputs and time. An authorized caller can then explain what was checked when contacting ICE or counsel.
Immigration proceedings can involve protected personal data and fast changes. Use official channels and keep public statements limited. Note: A transfer is confirmed by matched source records, not by rumor or the disappearance of a state roster entry.
