Robert L. Shell Juvenile Diagnostic and Intake Center is operated by WVDCR Juvenile Services. It serves all 55 West Virginia counties, including Wayne. Its role is juvenile diagnostic and intake work, not an adult regional-jail function. Adult RJA and DOC public-search practices should not be copied onto a juvenile case.

A youth may leave the center for family placement, another juvenile placement, a court-directed program, or another lawful destination. The precise path depends on the juvenile court and agency record. Public absence from an adult search proves nothing because the youth should not be expected there in the first place.

Confirm a Protected Juvenile Release

Verification begins with authority to receive information. A parent or guardian should use the contact and case process supplied by the court or agency. Another person should not treat a name, photo, rumor, or missing adult roster match as proof of juvenile placement or release.

1. Identify the court and case through documents already lawfully available to the requester.
2. Confirm the requester’s role with counsel, the court, or Juvenile Services.
3. Ask for the specific order, status, or instruction the requester is permitted to receive.
4. Use the center contact only for authorized facility questions.
5. Keep protected details out of public searches and informal posts.

The adult Wayne County released-inmate search is useful only after confirming that the matter concerns an adult custody system. It should not be used to infer anything about this juvenile center.

Juvenile Versus Adult Records

Wayne County adult detention is regionally centralized at WRJCF. An adult held there may appear in the WVDCR RJA active search. A sentenced adult may move to the DOC side. Robert L. Shell is a different system with protected juvenile records and court processes.

Even though the facilities are near one another in Barboursville, location does not merge their legal rules. A person searching an adult relative should verify age, case court, booking context, and system before choosing a portal. A lawful juvenile requester should stay within the court and agency channel already assigned to the case.

Wayne Juvenile Court Authority

The court order is the legal source for a placement or release decision. Protected Juvenile Record Requests

West Virginia FOIA does not erase juvenile confidentiality. A general public-record request should not be used to demand protected juvenile identities, files, or placement data. An authorized party should follow the juvenile court rule, order, consent process, and WVDCR procedure that applies to the case.

When counsel requests a record, the description should be narrow: the court order, placement notice, discharge instruction, or other item needed for the lawful purpose. The receiving office can state what proof of identity, guardianship, representation, or consent is required. If access is denied, counsel can address the legal basis through the proper case process.

Public facility facts remain different from person records. The center’s name, operator, contact, and statewide service area can be stated openly. A child’s status cannot be inferred from those facts.

Safe Wayne Record Routing

First decide whether the person was in adult regional jail, adult state corrections, or the juvenile system. For an adult recent arrest, use WRJCF and the Wayne court. For an adult prison sentence, use DOC. For a juvenile matter, use authorized counsel, court, and Juvenile Services contacts.

This routing protects privacy and also improves accuracy. Adult databases may return a different person with the same name. A missing match may simply mean the wrong system was searched. The case documents already held by a family or lawyer often identify the correct court and agency.

Note: Never convert a lack of public juvenile information into a claim that the youth was released, transferred, or never held.
