The RJA offender search is custody-oriented, not a permanent mugshot archive. An old image does not prove current custody. A missing image does not prove that no booking occurred. Confirm the person through full name, birth date or age, OID or booking number, county, charge or case number, and event dates.
Wayne County Release Gallery Status
No official Wayne County recent-release photo gallery was verified. No official WVDCR page lists released people with mugshots for a rolling 24-hour or 72-hour period. Daily Incarcerations is an active report, and the RJA search is an active person lookup. A current result may include a photo, but the image can vanish from public view when the active record no longer returns.

This matters because app stores and search engines can surface sheriff products for Wayne Counties in Ohio, Michigan, Indiana, Kentucky, or North Carolina. A shared county name does not make the record local.

The law calls for removal within 14 days when its terms are met. It expressly excludes WVDCR and subordinate organizations from its definition of law-enforcement agency, so that social-media rule should not be applied casually to an RJA or DOC image.
No enacted broad commercial “pay to remove” law was verified. A 2024 proposal did not become law. Do not rely on its proposed deadlines or duties. The valid path is to identify the source, use the actual statute or court order that applies, and ask the record owner to correct or remove material when the law requires it.

Wayne County Mugshots After Expungement
West Virginia Code §61-11-26 governs qualifying adult conviction expungements. Its waiting period runs from the latest of conviction, completion of incarceration, or completion of supervision. That makes the WVDCR release record, any parole or probation discharge, and the Wayne court judgment important. Release alone does not create eligibility, and many offenses and circumstances are excluded.
West Virginia Code §61-11-25 separately addresses qualifying acquittals, dismissals, and completed diversion or deferred-adjudication matters. A qualifying petition may be filed no sooner than 60 days after acquittal or dismissal and has no filing fee, but those facts are not a promise that a given matter qualifies.
